Too bad about the guy just behind her, you can't even crop him out of the frame…
Without him, I would definitely have cropped out most of the clutter in the background and set the lady on her own.
With him there, you may have made the right decision not to crop and show the whole "setting".
Was that a conscious decision?
I can tell you one thing, it was NOT a concious decision to include the guy in the shot. At least: not that close to the girl. It is a distraction. I should have noticed this at the time of shooting, but I didn't. Always something to learn.
But indeed, if he hadn't been there, I could have (and most likely would have) cropped the photo to just the lady. With the guy already cluttering the picture, I think it works better with some more "clutter".
